My Lord,

I have the honour to request Your Lordship's instructions as to the promotion of a Cadet Officer of

Class II to the vacancy caused in Class I by the retire-

ment on 28th June, 1931, of Mr. C. McI. Messer.

2. In Mr. Southorn's confidential telegram of 9th October, 1929, it was urged that the appointment of an officer from another service to be Deputy Treasurer should not, in the event of his being promoted to the

Treasurership, affect the total number of First Class

Cadet appointments.

despatch of 18th June, 1931, bean recommended for the

post of Colonial Treasurer in succession to Mr. Messer.

4. This matter was dealt with in paragraph 42 of the Report of the Salaries Commission, and more explicitly in the Recommendations on that paragraph

which are to be found as the second enclosure of Sir

Cecil Clementi's despatch No.37 of 22nd January, 1930. 5. I have little doubt that the approval of those Recommendations contained in Your Lordship's
